So to be clear here, this is the NASDAQ, not the New York Stock Exchange (NYSE). The NASDAQ doesn't have a trading floor; it's an electronic exchange. And while it has a physical office presence, these are essentially standard business offices for the different brokerages. So when you see people ringing the bell on TV and it actually being kind of a big deal, you're thinking of the NYSE, which has an actual trading floor.

The NASDAQ MarketSite is essentially a meeting and promotional space for NASDAQ companies, composed of a meeting hall and a TV studio with a large video wall. The entire purpose of the studio is for hosting NASDAQ opening/closing bell stunts like this.
