IDK when we're talking about a ship that's about 70% the length of the largest battleship ever built, it needs a better class type than "destroyer"
everything is destroyers now, except half sized destroyers, they're frigates.

unless they're slightly smaller than the average destroyer and the navy doesn't want to deal with the implications of calling them destroyers, then it's frigates too.

The US Navy classifies the Type 055 as a cruiser as it is a multi mission ship with flag capabilities (Admiral staff facilities)

Destroyers are mostly sea based AA escort platforms these days. The few modern cruisers that are around generally have anti-ship or land strike roles, as well as the AA role of a destroyer.

Frigates are mostly ASW, but you also get general purpose ones for stuff like anti-piracy and humanitarian missions. It's far cheaper to send a frigate to the gulf than a full sized destroyer.

    So why did it change?

Destroyers used to be the small ASW ships.
Now in modern time, they are the big boys!
Why is it called earth, when it is mostly water???

I think it is due to the fact that aircraft carriers were found to be better at the strike and anti ship elements of warfare, so Navies stopped building battleships and cruisers. Destroyers took on more and more of the cruiser role as the carriers still required escorts, and as submarines got more sophisticated and dangerous then frigates came along to counter them.

I'm led to believe, in the US at least, the naming element is somewhat 'political'. Arleigh Burkes and Zumwalts could easily be classified as 'cruisers'. It's easier to push them through Congress as 'destroyers'.

this doesn't hold true any long either, the Iver Huitfeldt, FREMM, F100, Sachsen and De Zeven ProvinciŽn classes are all frigates with a significant, if not majority air defence role.

Germany classifies all of it's current ships as frigates as destroyer ("ZerstŲrer") is seen as too martial as a designation. Not that I think anyone would care, as lots of other equipment kept using the traditional names.

Wiki has this to say to cruisers:

In the later 20th century, the obsolescence of the battleship left the cruiser as the largest and most powerful surface combatant after the aircraft carrier. The role of the cruiser varied according to ship and navy, often including air defense and shore bombardment. During the Cold War, the Soviet Navy's cruisers had heavy anti-ship missile armament designed to sink NATO carrier task forces via saturation attack. The U.S. Navy built guided-missile cruisers upon destroyer-style hulls (some called "destroyer leaders" or "frigates" prior to the 1975 reclassification) primarily designed to provide air defense while often adding anti-submarine capabilities, being larger and having longer-range surface-to-air missiles (SAMs) than early Charles F. Adams guided-missile destroyers tasked with the short-range air defense role. By the end of the Cold War, the line between cruisers and destroyers had blurred, with the Ticonderoga-class cruiser using the hull of the Spruance-class destroyer but receiving the cruiser designation due to their enhanced mission and combat systems.

Currently only two nations operate vessels formally classed as cruisers: the United States and Russia, and in both cases the vessels are primarily armed with guided missiles.

    Lol context?
Look, the wages you withheld from the workmen who mowed your fields are crying out against you. The cries of the harvesters have reached the ears of the Lord of Hosts. You have lived on earth in luxury and self-indulgence. You have fattened yourselves for slaughter.
