There are days I'm glad I'm not an investor. I think I've missed this entire "GameStop" story.
Up until today, I would have recommended DEGIRO for an initial setup. Fast and easy to do and no running costs. It's IMO a nice playground to setup, send your game money (seriously, this is EVE all over again: Don't invest what you can't afford to lose) there and be ready to play with it. Get actual experience.That's more along the line what I meant. I am not set up to trade to begin with, and at the most that's what I would have considered the learning experience. Not how to make money by yoloing a stock because wsb said so.

For Germany quite a few people talked about Trade Republic. Mobile only though but from Berlin and with a BaFin license. Getting set up seems to take a few days though. Trade Republic is down (German laws require banks to host their own stuff, same as in Switzerland), r/mauerstrassenwetten* is reporting that to BaFin, the German regulator.
Should be interesting.
*That name is a meme in itself. It is a literal translation of Wall Street Bets and follows the German Internet culture's trend of translating English terms, memes etc literally. If an English word has several possible translations into German, the absolute wrong one will be used. If the English word is in use as a loanword in everyday German? It is still translated. Holy shit! It seems my trading site (avanza) is also keeping it locked right now (could be that they are just slow to start but that would be a terrible rating of their systems so...). This is rage building on a whole new level!!
Edit: apologies, I got a head of myself, it seems you can trade but you only see that you can, and at what rate, when you actually go into Buy. Even that is a bit fucked tho.
Edit2: Hmm...yeah...still not sure. If anything the metrics are not coming in as they should, some tables are getting updated others not. I sill look down -15% but real time on yahoo would have me up 15%!
