UK government’s back to work advice prompts confusion
    https://www.ft.com/content/01f852a6-...2-de359b417700

Office staff in England are being encouraged by ministers to return to work where possible to prevent permanent economic damage in city centres around the country. Yet the advice has wreaked confusion because the official government guidance — which is for people to work from home if possible — has not changed. The ambiguity has prompted frustration among business groups, which have called for greater clarity. [...] Carolyn Fairbairn, director-general of the CBI, which represents UK industry, said that whether office*workers*could return had become*a “really fuzzy area”.* She said: “We have no clarity. Michael Gove [the cabinet office minister] hinted at it, Boris Johnson hinted at it . . . Tell us if offices can go back. We need much more clarity.” [...]

One government figure agreed that there was a “potentially confusing” difference between the formal guidance and the new verbal advice but said: “There is a creative ambiguity there, we want more people to come to work but don’t want a complete return to normal yet.”
A pandemic - a great time to employ some "creative ambiguity" in public health guidance or the greatest time to do so?

That indeed may or may not be one of the reasons for what the governments does or does not want employers to do.

During the war, yes. Then everyone kinda forgets about all the war crime trials, PTSD and disabled until the next war. The US in kinda unique cause the populace only sees your army blowing shit up somewhere else.

Still stands, USA is constantly at war with someone somewhere, it's the whole industry. Gotta keep those military industrial complex jerbs and it's hard to sell missiles if noone is firing them.

Edit. Yes I think spirit of prohibition still lives in some Americans. First thing that went after our parent company was bought by Americans were the thirsty Thursdays.
About the only two places in ‘Murica I know of that allow drinking (or “open containers” as the cops will call unit here) are the Vegas strip and Bourbon St. in New Orleans. Pretty much every where else is no drinking in public (or “open containers”).
This is one thing most of the Euros don't get in American movies: if the hero/villain chucks an alcoholic beverage somewhere outside, not tagged away in that obscure brown paper bag. It took me ages to realize that this is to depict some kind of rebellious behavior/trait. But as it is not verboten here, it's hard to realize it as that.

That might be the difference. For the most part, it's just that: one beer on the way from work to home. There's no intention to get drunk, just a refreshing beverage.
